LCP -Local Community Partnership |
Local Community Partnerships are funded by the Federal Government to work with schools, industry and community organisations to help provide access to quality career information to assist students through school and on to further study, training or work.
The LCP acts as a broker in forming partnerships with schools, youth service providers, local industries, businesses, employer groups, career advisers, parents and other government agencies.
The Highlands Local Learning and Employment Network (HLLEN) holds the LCP contract, and has the responsibility to deliver three programs to the 14 schools in our region under the banner of Careers Advice Australia (CAA).
These programs are;
Structured Workplace Learning
The Structured Workplace Learning program provides students with high quality structured work placements in real or simulated work environments as part of a VET in Schools program. Students gain a better understanding of the world of work, and are given a chance to develop their technical and general employability skills.
Careers and Transition Support
The primary role of the LCP under the CTS Program is to facilitate access for young people to a range of career and transition support services which link with and complement existing program and services at local and regional levels.
LCPs will typically have a facilitation role, rather than directly delivering services to individual students and young people, however this may be varied to suit the needs of individual schools.
To support and improve local arrangements, the LCP can assist by:

organising assistance for young people to help them better understand their study and work options

promoting vocational education and training pathways

providing access to professional career advice

promoting and improving mentoring opportunities in the area

facilitating better communication between parents, teachers and career advisers
In the Highlands region, activities under the CTS program include;
- Delivery of “Career Voyage” workshops at the Ballarat Learning Exchange (BLX)
- Facilitation and promotion of the Work Ready card
- Information sessions on transition and career planning
- Work in partnership with the Adopt a School officer to promote tasters, expo’s and other career opportunities within schools
- Engaging with employer representative groups, local government and other training providers to identify transition, employment and training opportunities for young people
- Assist in the development and distribution of the 2007 Work Experience Calendar on behalf of the Ballarat Careers Education Network.
- Mapping Career Development activities to VELS and VCAL
- Continuing research into the delivery of a pilot Career Exploration program for 12 to 14 year olds, (‘Career Compass’)
- Professional development session on Career Voyage for teaching and support staff
Adopt a School ProgramThe aim of the Adopt a School Program (ASP) is to build links between businesses, students, teachers and the broader school community through activities that increase knowledge and opportunities for careers and further education. The Adopt a School Program encompasses a suite of activities that benefit all young people including Indigenous young people, young people with a disability, young people ‘at risk’ of not making a successful transition through, and from school to further education and employment, and those with all levels of academic achievement.A typical Adopt a School project might involve:
- Building a product
- Planning an event
- Tours, site visits and excursions
- Speakers and demonstrations
- Student research and enterprise projects
- Mentoring by industry specialists and local businesses
- Pojects with industry specific hands-on learning
Examples of locally developed Adopt a School projects include;
- The Australian Industry Group (AiG) Engineering Taster
- The Pharmacy Taster sponsored and hosted by UFS Dispensaries
- Tasters in Bricklaying, Woolclassing and I.T.
- Teacher visits to Industry, such as Amcor, Ballarat Holden, FMP and Albins Off Road Gear
- Industry breakfasts for teachers and industry representatives
- Industry reference group forums to identify new opportunities for taster programs
