Every Young Person Matters in the Grampians Region...

In early 2004, Malcolm Millar, Regional Director , Department of Education and Training of what is now known as the Grampians Region met with the Vice Chancellor of the University of Ballarat, Kerry Cox and discussed their concerns for the significant number of young people who get lost both from, and within, the education and training system in the Grampians Region.
The outcome of the discussion between these two leaders was their determination to embark on a collaborative course with the potential to meet the needs of those young people currently not achieving the education and training known to be the minimum required to actively participate in life and work in the 21st century.
A Regional Partnerships Conference was held on 29 July 2004 in Stawell with participants from the education, training and employment sectors. The objectives of the Conference were:
  • to provide participants with a picture of current participation in education and training in the region
  • to commence the dialogue between sectors
  • to identify possible areas for collaboration.

A direct outcome of the conference was the formation of a Partnership Initiatives Planning Group, which in 2005 was formalised as the Grampians Education Partnership.  It was established with the aim of ensuring the range of education and training programs, pathways and the support necessary to undertake and navigate between these, are available to assist all 15-19 year olds in the Grampians Region complete year 12 or its equivalent.

Youth Options Guarantee

The Youth Options Guarantee is conceived by the Grampians Education Partnership as a holistic framework to support young people complete year 12 or its equivalent.  The aim is to ensure that young people are not lost to, or within, the education and training system in the Grampians Region prior to completing Year 12 or its equivalent, an integrated and seamless support and referral system is required to assist these young people in the transition between education and training providers, and between these and support agencies and employment.

The framework includes the following four elements:

  • inclusive provision arrangements to engage young people in learning to year 12 or its equivalent
  • supportive intervention for students identified as potential early leavers to prevent early leaving
  • transition support for early leavers to and between other education and training providers or employment with structured training
  • identification of, and provision of reintegration support for early leavers, who have been disengaged from formal learning

To achieve the vision of the Youth Options Guarantee, the four elements will need to be addressed effectively.

The Grampians Education Partnership and the four Local Learning and Employment Networks in the Grampians Region have been working with a range of key stakeholders in their respective regions to develop an implementation strategy to achieve the vision of the Youth Options Guarantee.  A draft Heads of Agency Agreement and Action Plan for the Grampians Region and draft Memoranda of Understanding and Referral Protocols have been developed for each LLEN region, with three separate ones being developed for the Highlands LLEN region reflecting its geographic spread.

Representatives of stakeholder groups have been involved in the process of developing the draft Heads of Agency Agreement and Action Plan for the Grampians Region and draft Memoranda of Understanding and Referral Protocols.

The current stage of development is for the LLENs to seek input from, and support of identified stakeholders within their regions for the Youth Options Guarantee initiative prior to its anticipated launch in Term 3, 2006.
